January 18, 2012 – Minutes

CONSTRUCTION UPDATE
  • Library/Learning Commons
  • Steel erection remains in process and will continue for the next few months. Slab on deck placements are scheduled to begin the first week of February. Slab placements will consist of roughly 200 yards of concrete and will occur during regular construction hours, with trucks arriving at 7 a.m., and the pours beginning around 7:30 a.m. Concrete is expected to be poured for approximately 2 hours with the finishing work continuing into the evening. The steel structure where the pours are taking place will be tarped with all lights and equipment enclosed within. Slab on deck placements will occur one level per week. The roof placement will take place in warmer weather, with an anticipated pour in April.
  • Solar Photovoltaic Panels on the O’Keefe Center
  • The photovoltaic panels are installed and operational.
  • The lawn will be restored in the spring.
  • Marcia Lambert commented that the installation process went smoothly.
  • This item is considered closed and will be removed from future meeting agendas.
ISSUES IN PROGRESS
  • Raymond Road Traffic Study
  • The city mailed out a letter to Raymond Road and Raymond Avenue residents inviting them to a meeting to review the recommendations from the Fay, Spofford and Thorndike Raymond Road traffic study. The memorandum on the recommendations was also enclosed with the letter. The meeting will be held on Tuesday, January 31, 2012 at 7 p.m. in room 106 of the Enterprise Center on the university’s Central Campus.
  • The purpose of this meeting is to build consensus among Raymond Road and Raymond Avenue residents regarding the recommendations offered in the report. Questions should be directed to David Knowlton, city engineer, or Jason Silva, chief administrative aide.
  • It was asked if the invitation went to Broadway residents. The response was that counts were taken on Broadway, but the recommendations would only make changes to Raymond Road or Raymond Avenue, so Broadway residents were not included in the mailing.
  • O’Keefe Center Fitness & Recreation Center Addition
  • The design of the project is underway with construction anticipated to begin in early summer.
  • The Massachusetts State College Building Authority (MSCBA) will present this project to the greater Salem community in a special meeting on Monday, January 30, 2012 at 7 p.m. in room 106 of the Enterprise Center on the university’s Central Campus.
  • Neighborhood Disturbances
  • Beth Bower stated that there was nothing new to report from the university’s perspective on neighborhood disturbances.
  • Councillor Josh Turiel reported that he had heard nothing new from his constituents regarding neighborhood disturbances.
  • There was discussion around zoning ordinances for multi-family homes and the definition of “family” with regard to single- and multi-family dwellings. The ordinance referenced can be found on page 83 of the City of Salem Zoning Ordinance (page 86 on the pdf) on the city’s website at http://salem.com/pages/salemma_dpcd/adopted.pdf.
  • Marcia Lambert asked for an update on a concern from a Charles Street neighbor on the security lights on the blue building on the former Weir property.
  • Adria Leach reported that she has been in contact with this neighbor and is working with facilities to address the issue. She will continue to follow up with the neighbor and Ms. Lambert.
NEW BUSINESS
  • Shelter in Place Drill – January 25, 2012
  • Salem State will hold its first Shelter-in-Place emergency drill on January 25 at 11:15 a.m. This campus-wide safety exercise is aimed to familiarize the university community with specific instructions and procedures that are critical to emergency situations that require students, faculty and staff to remain in place and wait for further instructions. There will be no impact off campus. Shelter-in-place orders are given to protect people from moving into a potentially dangerous area. All students and employees are informed of the drill. More information on Shelter-in-Place procedures can be found on the university’s campus police website under emergency operations plans.
